The purpose of the process is to:
- Track expenditure, ensure against error and leakage, verify loan facility compliance
- Track correct assets to their intended location
- Ensure assets deployed as intended and therefore to fulfil function and expected lifetime
- Validate asset pricing is consistent with local market conditions
